Restructure pytest package to use correct module names and provide setup.py to build a python package distribution, needed to more effectively reuse tests in the platform project build/test process

added streaming test to incrementally spawn vlc streams, jmeter fails to launch vlc from the command line so we'll go with bash for now

refactored the install scripts so that they don't have the service name, simplies the orchestration in vagrant, openstack and later for the orchestator
