Allow data sources to be made exempt from PROV tracking

It should be possible to say that a data source should be exempt from PROV tracking.

This would be useful for sources such as the postcode lookup which are likely to receive a large number of requests, but are not of themselves an interesting target for research. In these cases there is little benefit to PROV tracking, but a potentially large penalty in data storage.
