Review and refactor configuration file

• need py converter rather than manual
• need to refactor fields
  • status field looks like metadata and is not used in the processing
  • omop to omop_vocab with sub elements remove vocabulary
  • metadata to concept set level

    • type
    • annotation
  • metadata to process
    • date,
    • confirmed to clinical review
    • notes should be date ordered
    • workflow (review, process, import) each with state (todo, doing, done) and date

Do we need coding list in concept set, currently a mess.
